Chief Economist & Team Leader
Caeser Cheelo is Chief Economist and Team Lead for JAP. He supports the design and implementation of economic reforms that accelerate job creation, strengthen private sector development, and improve coordination across government to advance inclusive economic growth in Zambia.
Senior Strategy Advisor &
Deputy Team Leader
Guy Lodge is Senior Strategy Advisor and Deputy Team Leader of JAP. He has more than 10 years’ experience advising on policy and political economy in Zambia, and has led FCDO-funded reform programmes across Africa and beyond. At JAP, he supports the design and delivery of politically feasible reforms on economic development, job creation, and agriculture. He is also a founding Director of Kivu International
Senior Government Advisor
Florence Banda Muleya is a Senior Government Advisor. Responsible for leading JAPs work on private sector development and SME policy, which entails developing policy options and supporting relevant Government of Zambia ministries and agencies on implementation
Senior Agricultural Policy Advisor
Coillard Hamusimbi leads JAP’s agricultural policy work, supporting major sector reforms in Zambia. He is an experienced agriculture and agribusiness development expert with over 20 years of experience in policy reform, agricultural value chains, trade facilitation, and organisational transformation. He also serves as a Partner at Kudu Consulting, advising on agriculture, food systems, and market development initiatives.
Senior Policy Advisor
Dan Corry provides senior economic counsel to JAP, drawing on extensive UK government experience, including as Senior Economic Adviser to the Prime Minister. He supports policy analysis and reform delivery across priority sectors to strengthen evidence-based decision-making and implementation.
Strategic Communications Advisor
Euphrasia Mapulanga leads the design and implementation of JAP’s strategic communications approach. She supports stakeholder engagement, manages communications around priority reforms, and translates technical outputs into clear policy-relevant messaging to strengthen visibility, coordination, and uptake of programme results across government and partners.
Senior Policy Influencing Specialist
Will Klemperer is a Senior Policy Influencing Specialist at JAP, supporting the Ministry of Agriculture on the design, implementation, and evaluation of reforms to Zambia’s Farmer Input Support Programme, with a focus on improving effectiveness, delivery systems, and outcomes for farmers.
Rahul Rajakumar
Economic Analyst
Rahul Rajakumar is an Economic Analyst at JAP, providing analytical support across priority reform areas. He contributes to policy development, stakeholder coordination, and evidence generation to strengthen implementation planning and support government efforts to accelerate job creation and inclusive economic growth.
Technical Assistant
Chipego Hachiniene is a Technical Assistant at JAP, supporting engagement with the Ministry of Small and Medium Enterprise Development. She contributes to coordination across stakeholders and supports analysis and implementation of reforms aimed at strengthening SME growth and job creation.
