Guy Lodge
Senior Strategy Advisor & Deputy Team Leader
Guy Lodge is Senior Strategy Advisor and Deputy Team Leader of JAP. He has worked in Zambia for more than 10 years as a senior policy and political economy adviser, with extensive experience leading FCDO-funded policy and reform programmes in Zambia and internationally. At JAP, he is responsible for designing and implementing policy change strategies on economic development, job creation, and agriculture, with a focus on delivering reforms that are both technically sound and politically feasible.
Guy is also a founding Director of Kivu International. Through this work, he has supported partners across Africa and Asia to strengthen policy analysis, navigate political economy challenges, and develop effective strategies for achieving reform. He has substantial experience advising centres of government, including Presidential and Prime Minister’s offices, on policy change, governance, and delivery strategy.
Previously, Guy was Associate Director at IPPR, one of the UK’s leading think tanks, and Gwilym Gibbon Fellow at Nuffield College, University of Oxford. A governance and political reform specialist by background, he has advised governments around the world on a wide range of policy and political issues. In 2012, he authored a major review of the UK civil service commissioned by the UK government. He has published widely on governance and reform, and is the co-author, with Anthony Seldon, of Brown at 10.
