JAP is committed to fostering job creation by leveraging robust
data sources to effectively track progress. To achieve this, JAP is
actively involved in the establishment, development, and
deployment of labour data and information systems across key
government programmes. This initiative is designed to generate
data, information, and knowledge that support evidence-based
policy development and provide a foundation for strategic
communications on job creation, ultimately informing the public
on this critical issue.
JAP has provided technical analysis and policy support to the Ministry of Labour and Social Security (MLSS). The collaboration began with JAP’s analysis of the Zambian labour market, utilising compiled Labour Force Survey (LFS) data from 2021-2024. This analysis was presented to PS Luhanga and the broader MLSS Ministerial Delivery Unit, with the findings contributing to wider MLSS presentations, including those to the Minister of Labour and Social Security and the Cabinet.
Currently, JAP is designing and implementing a strategic communications plan using available data to ensure the public is well-informed on employment-related issues.
In the long term, JAP aims to sensitise high-level stakeholders about job counting, advocate for the inclusion of employment targets in the broader macroeconomic framework, and develop systems to utilise administrative data as an additional source of job tracking beyond the traditional labour force survey.
