Chief Economist & Team Leader

Caesar leads strategic coordination and policy implementation for JAP under the Office of the Economic Advisor to the Zambian Republican President. His work focuses on translating reform priorities into actionable programmes and interventions that mainly strengthen the business environment, stimulate investment, and expand employment opportunities through private sector growth. 

Since joining JAP in late 2021, he has contributed to programme design, reform diagnostics and multi-stakeholder coordination across government, private sector and development partners to advance employment-focused economic reforms. 

Caesar has, in parallel, served as Senior Research Fellow at the Southern African Institute for Policy and Research (SAIPAR) and a Board Member of the Bank of Zambia. For over two decades, he has advised governments, regional institutions, international organizations, private sector firms, and civil society organizations on macroeconomic policy, trade, industrial economics, regional integration, and institutional and political economy reform.
