Florence Muleya

Senior Government Advisor

Florence Banda Muleya is the Senior Government Advisor through the Jobs Accelerator Project (JAP), an FCDO funded Policy Advisory Unit that supports the Office of the Economic Adviser to H.E. President Hichilema.

Responsible for advising the Government of the Republic of Zambia on key policy reforms including SMEs and private sector development, agriculture policy (FISP reform), and job creation policies. Policy advice encompasses, appraising policy options, brokering agreement on policy with key stakeholders and supporting GRZ partners on implementation. Successfully developed in partnership with Ministry of SMEs a suite of reforms to alleviate pressure on SMEs that were formally announced in Budget 2026. Currently supporting implementation to roll-out e-voucher reform to FISP to over 1m beneficiaries.

Served as Chief Economic Affairs Specialist at State House, responsible for supporting Dr Pamela Nakamba (Economic Adviser to H.E President Hichilema) on implementation of priority economic reforms. Was also Chief Executive of Zambia Association of Manufacturers (ZAM) a leading Zambian business membership organization sector and effectively lobbying Government of Zambia.

​Florence holds a Master of Science (MS.C) in International Trade Policy and Trade Law
